Project Engage

Perspective worked with Project Equal Engage, a regional project focussed on providing pre and post-release support for individuals within the prison system which was intended to directly reduce prisoner re-offend rates. The trial was financed by the European Social Fund and conducted as a joint initiative between the Learning Skills Council (LSC) - through its responsibility for OLASS (Offender Learning and Skills Service) in England - and Perspective.

The results of the trial were striking. Over the 6 months live period of the trial, 277 beneficiaries of the scheme were released from prison. According to National Offender Management Service figures, the expected re-offending rate, for this period, was 35% - this was cut to 6.5% - 18 re-offended instead of the expected 96.

A key factor in the success of Project Equal Engage was the utilisation of Perspective’s pioneering training management & monitoring system throughout the trial. The system was designed and developed by Perspective, in collaboration with the LSC providing the original concept and project direction.

The software was designed to link all elements, individuals and parties involved in rehabilitating offenders, containing both an historic profile and a full audit trail of any event that occurred pre and post release. Moreover, the database provided the ability to quickly and efficiently identify any issues that could potentially result in re-offending e.g. an extended period of unemployment or not having a permanent address.

Lydia Gray-Ellis, Project Manager (Equal Engage) of the South East LSC commented: “This project was all about collaboration, ensuring that all parties involved with ‘beneficiaries’ of the scheme pre and post-release, worked together and communicated effectively. The database provided a key communication tool for all parties involved in the rehabilitation process, flagging up potential problems that could be addressed immediately. If the project was to be implemented on a full-time basis the advantages to the offender, the prison service and ultimately the UK Economy could potentially be enormous.”
