Education Other Than At School (EOTAS) placements are becoming more common – and more complex to manage. As the number of children being educated outside a mainstream school setting continues to grow, local authorities and Virtual Schools are under increasing pressure to prove that every EOTAS package is actually delivering: that the child is safe, attending, making progress, and that the authority can evidence all of it if challenged.
For many teams, that evidence still lives across phone calls, email chains and spreadsheets updated by hand. That’s a workable system when you’re tracking a handful of children. It becomes a serious risk when you’re tracking dozens, each with a different tutor, a different timetable, and a different provider reporting back in a different way.
This is where dedicated EOTAS software makes the difference – and it’s a gap most local authorities don’t realise they have until a safeguarding review, an Ofsted inspection, or a parental complaint asks them to produce a clear, real-time answer to a simple question: where is this child today, and is their education working?
What Is EOTAS Software?
EOTAS software is a system built specifically to help local authorities, Virtual Schools and SEND teams manage children who are not attending a single school setting, but are instead being educated through a bespoke package – often a mix of home tuition, online learning, therapeutic input and part-time provision, arranged because mainstream or even alternative provision hasn’t been able to meet the child’s needs.
Unlike a standard school MIS, which assumes one learner, one site and one register, EOTAS software has to cope with:
- Multiple tutors or providers delivering different parts of a single child’s timetable
- Sessions that change week to week depending on availability or the child’s needs
- Attendance and engagement data that needs to reach the local authority, not just a single school office
- Safeguarding oversight for a child who may have no single physical building where staff can simply “notice” if something is wrong
That last point is the one that matters most. Children on EOTAS packages are, by definition, harder to see. Software that pulls every session, every tutor update and every attendance record into one place isn’t a nice-to-have – it’s how a local authority stays confident it would spot a problem early rather than after the fact.
Why EOTAS Numbers Are Putting Pressure on Local Authorities
EOTAS packages have historically been a small, tightly managed part of a local authority’s SEND provision – used only where every other option has genuinely been exhausted. That picture is shifting. More children are being placed on EOTAS for longer periods, often because suitable school or alternative provision places simply aren’t available, or because a child’s needs mean no group setting is currently appropriate.
That shift creates two pressures at once:
- Casework volume. SEND and commissioning teams are managing more EOTAS packages than the manual, spreadsheet-based processes many authorities still rely on were ever designed to handle.
- Accountability. Every EOTAS package still has to meet the same safeguarding and educational standards as any other placement – and local authorities need to be able to demonstrate that, package by package, on request.
Without a system built for it, both pressures land on individual caseworkers trying to chase attendance updates from multiple tutors by phone and email, then manually compiling that into something a manager or Ofsted inspector can actually read.
What Good EOTAS Software Should Do
If you’re evaluating options, a few things matter more than a long feature list:
Real-time attendance across every element of the package. A parent or tutor should be able to log a session, and that update should be visible to the local authority immediately – not at the end of the week when someone has time to update a spreadsheet.
One record per child, not one spreadsheet per tutor. Every element of a child’s EOTAS package – tuition, therapy, part-time provision – should sit against a single learner record, so anyone with the right access can see the whole picture at a glance.
Safeguarding visibility, not just attendance logging. Absence patterns need to be visible in a way that flags concern, not just recorded for the archive. A child missing a home tuition session isn’t the same as a child missing school – it needs to be picked up and acted on quickly.
Reporting that’s ready for scrutiny. Whether it’s an internal quality review, a Virtual School oversight meeting, or an external inspection, the local authority should be able to pull evidence for any child’s EOTAS package in minutes, not days.
Room for every provider involved. Tutors, therapists and any part-time settings all need a way to feed into the same system without needing to be trained on complex software themselves.
How CLM Supports EOTAS Placements
CLM was built to manage exactly this kind of fragmented, multi-provider learning – and EOTAS is one of the settings it fits naturally, alongside the alternative provision, managed moves and off-site direction placements it already supports for schools and local authorities.
Because CLM brings attendance, safeguarding oversight and provider communication into one shared platform, local authorities get a single, live view of every EOTAS package they’re responsible for – without needing every tutor or therapist to learn a new complicated system. Absence patterns are visible as they happen, not discovered weeks later, and reporting for scrutiny or inspection is a matter of pulling existing records rather than building something from scratch.
For local authorities and Virtual Schools trying to keep pace with a growing number of EOTAS placements, that shift – from reactive spreadsheet-chasing to real-time oversight – is often the difference between a well-managed package and one that quietly slips through the cracks.
